David Lowmiller was the son of Elias Lowmiller and Eliza Hazlett Lowmiller. He served in the Civil War but was released due to poor health. He was a miller with his brother and a grocer in Steubenville, Ohio. He married Mary Ann Purviance and had Valerie Vienna, Alberta, Emmett, Clarinda, Nathan. He is buried in Union Cemetery in Steubenville, Ohio.
