Allen was born Aug 25, 1893 in Grove City, Franklin, Ohio, and died Nov 21, 1963, at the Veteran's Administration Medical Center, located in Dayton, Montgomery, Ohio. S/O Lester Adin Watts (B:1870-OH), and Lillian Rebecca White (B:1871-OH). He was the eldest of two sons; the other being Jacob Lester Watts (1896-1969), A third, Lester A Watts (1899-1899); died in infancy.

On May 27, 1918 he joined the U.S. Army in Columbus, Ohio. He was assigned to the 158th Depot Brigade until Jun 13, 1918. He then was assigned to the 6th Heavy Mobile Ordinance Repair Shop until Aug 21, 1918. Promoted to Sergeant; he was then shipped to the American Expeditionary Forces overseas on Sep 1, 1918, and served until Mar 9, 1919. Then on Mar 29, 1919 he received an Honorable Discharge.

On Oct 14, 1930 he married Virginia Biggs (B:1902-Bucyrus, OH), in Franklin County, Ohio. D/O N.W. Biggs and Sarah Grimm. But by 1940, he was divorced and living with his mother on Bellows Avenue in Columbus, who was by then a widow.
