Charles Edward Baxter was born on April 4, 1892, in Carrollton, Ohio, his father, William, was 28 and his mother, Josephine, was 24. He had one son, Rex Earl Baxter with Laura A. Brackin in 1918. Charles E. Baxter of Canton died Saturday noon in Mercy Hospital after an illness of 18 months. He was 63. Born in Carrollton, Carroll County, Ohio Mr. Baxter resided in Carrollton the greater part of his life, where he operated the Baxter's Grocery store on Main St. The Great Depression began in August 1929 but it was not until the Wall Street Crash in October 1929 that the effects of a declining economy were felt, which started the beginning of a decade of high unemployment, poverty, low profits, deflation and plunging farm incomes, particularly in the small village of Carrollton. The Carrollton Bank began to call in loans rather than creating new loans. This caused the money supply to shrink resulting in more pressure on already struggling businesses like Baxter’s Grocery the only grocery in the small village. Unemployment reached 25 percent throughout the country and much higher around Carrollton because the majority of the residents were farmers. Relief agencies were totally overwhelmed by 1931; no one was able to provide significant relief for the Carrollton area farmers. People fell back on the cheapest possible relief they could find, including soup kitchens providing free meals and requesting credit from anyone who would be kind enough to do so. Baxter started giving his Carrollton neighbors credit for the staples they needed to survive, he only asked they to pay when they could. This lasted until he could no longer get his bank to give him additional loans to restock his grocery shelves and withe the entire village unable to pay their credit, the Baxter Grocery had to close. Charles moved to Canton where he was able to work as a clerk for the Borden Grocery and over the years repaid his loan to the Carrollton bank. Mr. Baxter was a member of the Methodist Church, Masonic Lodge and Pelican Club, all of Carrollton, and the Grotto in Canton. Great, Great Grandchildren: Alexis Crewse, Zachary Crewse, Kaitlin Baxter. Funeral services were conducted Tuesday in the Sweeney Funeral Home in Carrollton. Burial was in Westview Cemetery.
